On July 9, 2026, the National Standardization Administration of China (SAC) issued a notice (hereinafter referred to as “the Notice”) to call for comments on 15 mandatory national standard projects, the majority of which are related with energy efficiency limits and carbon emission of different product categories.
Four standard projects announced in the Notice are related to energy efficiency management, and the detailed information is as follows:

Meanwhile, several standard projects are also included on energy consumption and carbon emission per unit, specifically:
Norm of energy consumption and carbon emission per unit production of coal-fired generation
Norm of energy consumption and carbon emissions per unit product of coke production
Norm of energy consumption and carbon emissions per unit product of lithium-ion battery anode materials
Norm of energy consumption and carbon emissions per unit production of main individual-process of crude steel manufacturing process
Energy consumption and carbon emission quota per unit product for coal-to-olefins, coal-to-synthetic natural gas, coal liquefaction to oil
The norm of energy consumption and carbon emission per unit throughput of industrial silicon and magnesium
The norm of energy consumption and carbon emission per unit product of electrolytic aluminum and alumina
Norm of energy consumption and carbon emission per unit main products of refining and chemical industry
The norm of energy consumption and carbon emission per unit throughput of lithium-ion battery cathode materials
Such projects demonstrate China’s determination on carbon reduction and green transition, as the country’s committed carbon peaking goal is to achieve it in 2030. Foreign stakeholders of the corresponding sectors are advised to stay up-to-date on the future progress of these projects. Most importantly, it is worth noting that China’s standard systems for energy efficiency and carbon emission control is obviously intending to include more industrial products. The call-for-comment period of standard project approval will end on August 8, 2026.
