On June 30, 2026, the Department of Science and Technology of the Ministry of Industry and Information Technology (MIIT) publicized the drafts of three mandatory standards to call for public comments. Two of the standards are related to electrical devices and systems (hereinafter referred to as “the Two Standards”), and the call-for-comment period will end on August 28, 2026.
Basic information on the Two Standards is summarized as follows:
Project No. and Standard Name | Main Contents | TC in Charge | Standard to be Replaced | Suggested Implementation Time |
20254328-Q-339 General safety requirements for wires and cables | It specifies the general safety requirements and test methods for wires and cables used in power transmission and distribution, electrical installations, and similar applications. | TC213 (Wire Cable) | Newly drafted | 12 months after publication |
20254327-Q-339 Types and safety requirements of system earthing | It specifies the basic requirements, earthing types, safety requirements, and inspection methods related to earthing of low-voltage distribution systems. It is applicable to the design, installation, and testing of earthing types for low-voltage distribution systems with nominal voltage not exceeding AC 1000 V or DC 1500 V. | TC25 (Electrical Safety) | GB 14050-2008 | 12 months after publication |
Other critical information thar are advised for foreign stakeholders to note include:
- For the standard draft on wire and cable (20254328-Q-339):
It is the first mandatory national standard for overall requirements on cable and wire in China, as previous mandatory standards for such products are basically for a specific use, such as GB 43069 Safety requirements for mine cable.
Requirements of several existing voluntary national standards are referred to, and this new standard project also listed multiple other existing national standards as testing criteria.
- For the standard draft on system earthing (20254327-Q-339):
The currently effective GB 14050 was issued in 2008, and was primarily designed for traditional low-voltage AC systems, it is increasingly unable to fully meet the demands of new DC technologies emerging in applications such as renewable energy, DC microgrids, and smart buildings.
The purpose of the revision is to enhance the applicability, standardization, and operability of standards, improve the inherent safety level of electrical equipment and systems, and provide standardized support for the construction of new power systems and high-quality development of related industries.
The requirements stipulated in this standard project are harmonized with existing national standards that are related to the same field, mainly including GB/T 39462 Safety guide for low voltage direct current system and equipment and GB 19517 National technical specification for the safety of electric equipments etc.
For foreign stakeholders, the mandatory standards will initiate direct impact to all the products within their scope, and the Two standards actually related to a variety of product categories, so it is worth noting the contents and stay updated of the future progress.
