Certification Bodies Designated for New CCC Implementation Rules – JUN, 2026

On June 22, 2026, the National Certification and Accreditation Administration of China (CNCA) issued Announcement No. 10 of 2026, publishing the first batch of designated certification bodies and laboratories for fuse-links and related product categories in the China Compulsory Certification scheme, marking a concrete step forward in the broader transition of 16 product types from self-declaration to third-party certification.

This designation announcement serves as a critical implementation measure following the State Administration for Market Regulation's (SAMR)’s decision in January 2026 to adjust the certification model for five major product categories—including circuit switches and protective devices, small-power motors, electric tools, welding machines, and vehicle safety accessories. The new certification requirements of these products shift from self-declaration (Models A and B) to full third-party CCC certification starting in 2027.

To support this mandate, CNCA had previously issued 11 trial implementation rules in April 2026, effective from July 1, 2026, and simultaneously launched a designation process for a selection of up to 28 certification bodies and 18 laboratories in these fields, with applications closing on April 30, 2026.

The newly released first batch of designations assigns specific numbers of qualified certification bodies and testing laboratories to each of the 16 product categories covered under the transition, ensuring that the institutional infrastructure is in place for accredited bodies to begin accepting certification applications from July 1, 2026, as scheduled.

Notably, however, the designation list for the motor vehicle safety glass category remains vacant, with no certification body yet assigned. As a result, CNCA has postponed the start date for accepting certification applications in this specific sub-field to October 1, 2026. This indicates that a further round of designations will be conducted in the near future to fill this gap. It is also noted by relevant sector stakeholders that the current first batch does not yet reach the total number of certification bodies and laboratories initially envisioned across all product categories, and several major and influential certification institutions, including the China Quality Certification Centre (CQC), have not appeared on the initial list, suggesting that additional designation announcements are likely before the October deadline, potentially covering not only automotive safety glass but also other product categories where capacity remains insufficient.

Foreign manufacturers and importers of the affected products are therefore advised to closely monitor forthcoming CNCA announcements regarding supplementary designations, while also preparing to transition their existing self-declaration documents into valid take-party CCC certificates within the six-month window ending December 31, 2026, to ensure uninterrupted market access when the new mandatory requirements takes full effect on January 1, 2027.
