Requirements on Quantum Computing Platform Approved for Implementation – FEB, 2026

On February 27, 2026, GB/T 47177.1-2026 Quantum computing service platform—Part 1: Architecture and functional requirements (hereinafter referred to as “the Standard”) is approved by the National Standardization Administration of China (SAC) for implementation. This newly drafted national standard will come into force on September 1, 2026. It is the first national standard in China for the field of quantum computing service platforms and is considered as a mark for a significant breakthrough in the standardization of quantum computing service platforms in the country.

  • The Standard is drafted and will be managed by SAC/TC578 (Quantum Technologies), the only national TC on quantum up to this date in China. It clearly defines the overall architecture and functional requirements of quantum computing service platforms, establishing a unified and standardized technical framework. It systematically delineates three core layers, including the application layer, platform layer, and infrastructure layer, along with two cross-cutting general-purpose functional modules: operations management and security assurance. The standard specifies the constituent elements, core positioning, and interrelationships of each layer and module.

  • In China, the quantum computing service platforms are currently defined a key hub connecting underlying hardware with upper-layer applications, and serve as an important vehicle for promoting the industrial deployment of quantum computing technology and enabling the inclusive sharing of quantum computing resources. Constrained by current technological maturity and manufacturing costs, quantum computing hardware is not yet economically or technically feasible for local deployment by individual users, making the cloud-based service model the mainstream trend in industry development.

This standard is expected to serve as an important reference to promote the standardized solution design, testing, verification, and other services for the R&D, construction, and operation of quantum computing service platforms across various types of organizations, thereby continuously improving the standard system for the quantum computing field.

For foreign stakeholders, China’s efforts on standardization of quantum technologies have been continues for several years, and considering the fact that the country’s technological development and progress in the quantum field is also rather advanced, relevant stakeholders are advised to observe the standards that relate to the industrial implementation for potential commercial opportunities and the developing trend.
