On June 9, 2026, the State Administration for Market Regulation (SAMR) and the Certification and Accreditation Administration of China (CNCA) announced that they have organized and finished the English translation of all currently effective implementation rules for the China Compulsory Certification (CCC) system. This marks the first time that a complete foreign‑language edition of the implementation rules has been made available in the country, and they are expected to fill a long‑standing gap in international communication and to provide a more standardized textual foundation for cross‑border mutual recognition of certification.

According to officials from SAMR, the compilation work followed three main principles:

-   Demand‑oriented approach: aligning with national opening‑up strategies and foreign trade needs, and defining the scope based on the latest reforms of CCC to ensure consistency with the overall openness policy;

-   Professional organization: with a dedicated team of international experts and professionals in quality certification, multiple rounds of translation, review and verification were conducted in order to produce a rigorous, standardized and complete English document;

-   Full coverage: addressing practical operational needs of enterprises, and including all core regulations, departmental rules and CCC implementation rules to achieve comprehensive and complete content.

Quality certification is considered as one of the basic institutional arrangements that facilitate international trade and support the global economy in China. As a market access system for China, CCC aims to safeguard national security, human health, animal and plant safety, ecological environment, and prevent market fraud. The system is coordinated by SAMR and CNCA, and implemented by third‑party certification bodies. Currently, the CCC catalogue covers 106 product categories under 17 major groups, supported by 8 general implementation rules and 38 product‑specific rules, broadly covering key areas of foreign trade and people's livelihoods. 

For foreign stakeholders, the release of the English version offers obvious benefits. It provides an authoritative and unified English text, enabling accurate understanding of the certification requirements and reducing risks of misinterpretation due to translation inaccuracies. It also facilitates earlier preparation of technical documents and samples, improves application efficiency, and lowers costs associated with repeated revisions and communications. Moreover, it serves as a reliable reference for technical dialogues and mutual recognition arrangements between Chinese and foreign accreditation bodies, which may help streamline import procedures for certain product categories. However, it has not been fully confirmed whether the full text of the English implementation rules will be issued for free download or be published as a formal publication with a purchase expense.
