Implementation Details Clarified for CCC Certification Model Change – APR, 2026

In April of 2026, the National Certification and Accreditation Administration of China (CNCA) publicized two announcements on the changes of the China Compulsory Certification (CCC) scheme (hereinafter referred to as “the Two Announcements”).

The Two Announcement are supportive documents for the Notice on Adjustment of Certification Models of Several Product Categories in the CCC Catalogue which has announced a significant switch in this scheme, requiring the certification model for several product categories should change from self-declaration to third-party certification since 2027 by the State Administration for Market Regulation of China (SAMR) in January of 2026. The key information is summarized below.

Announcement of CNCA on the Issuing of 11 Implementation Rules of Compulsory Product Certification including Fuse-links and Others (publicized on April 11, 2026)

11 implementation rules (for trial) for CCC in third party certification is issued in full text that support the certification requirements for the certification model switch. All 11 documents will come into force on July 1, 2026.and the details include:

Announcement of CNCA on the Designation of Compulsory Product Certification Bodies and Laboratories in the Field of Fuse-links and Others (publicized on April 16, 2026)

A designation process is launched for CCC certification bodies and laboratories in the field of fuse‑links and related areas. Up to 28 certification bodies and 18 laboratories will be designated, subject to compliance with the Regulation of Certification and Accreditation of China, the Administrative Measures for Compulsory Product Certification Bodies and Laboratories, and the Announcement of CNCA on Adjusting Administrative Approval Requirements for Certification Bodies, Inspection Bodies, and Laboratories Engaged in Compulsory Product Certification and Related Activities. Applications must be submitted online by 5:00 PM on April 30, 2026, Beijing time.

Suggestions for Foreign stakeholders

The implementations rules and the future finalized list of certification bodies and laboratories will ensure the implementation of the certification model change for the aforementioned 16 types of products on their CCC compliance under the following timetable: 

·   From July 1, 2026, the accredited certification bodies (which will be announced later time) will start the CCC certification service of the aforementioned 16 types of products, and self-declarations for these products are not allowed anymore.

·  Before December 31, 2026 (December 31 of 2026 is included), the manufacturers/relevant parties of the 16 product types must finish the switch and ensure all products are certified by third party.

Meanwhile, the announced implementation rules are for trial, indicating the potential modification after a period of actual practice according to the feedback of certification bodies, labs and manufacturers. In addition, each designated certification body is required to develop its own implementation rules based on the general framework established by CNCA, and the general implementation rules serve only as an overarching reference. Manufacturers and importers are advised to either contact a certification body they have previously worked with for CCC, or get in touch with one when the qualified list is announced by CNCA to ensure specific requirements to transform the present self-declaration into valid certification in the most cost-effective way.
