On December 25 and 26, 2025, the Ministry of Industry and Information Technology (MIIT) held its annual working meeting (hereinafter referred to as “the Meeting”) in Beijing with the purpose of summarizing the work of 2025 while outlining working focus for 2026. It is a high-level ministerial meeting with participants including top management of the ministry, industry and information technology authorities on regional level, and representatives from other relevant national ministries and institutions or universities/colleges and enterprises affiliated to MIIT. - From January to November, the added value of high-tech manufacturing and equipment manufacturing above designated size increased by 9.2% and 9.3% respectively year-on-year.
- The total volume of telecommunications services and software business revenue is estimated to increase by about 9% and 12% respectively throughout 2025.
- The business revenue of the digital industry is expected to grow by about 9%.
- Business value of core industry of artificial intelligence has exceeded one trillion RMB.
- Export of new energy vehicles has exceeded 2 million units.

Mission and Tasks of the 15th Five-year Plan Period
The Meeting stated four aspects that shall be more focused and emphasized: “build stronger tendons and bones” (strengthened industrial framework and supportive measures/structures), value creation, ensured safety/security, industrial governance.
Six major tasks are also announced in the Meeting for the period as:
- Comprehensively improve the technological innovation capabilities of industries
- Vigorously develop advanced manufacturing
- Promote the intelligent, green and integrated development of manufacturing sectors
- Strengthen the cultivation of high-quality enterprises
- Consolidate safety for industrial development
- Improve the modernization level of industry governance
