On April 30, 2026, the China National Institute of Standardization (CNIS) publicized a notice that was issued on April 24 on collecting relevant energy efficiency data for three national standard projects (hereinafter referred to as “the Notice”), and the data submission deadline will be June 10, 2026.
The purposes of collecting relevant data are to: i) accelerate the standard development process; ii) conduct thorough research on current industrial energy consumption and efficiency; iii) carry out in-depth analysis of technical evaluation indicators and testing methods.
Specifically, the three standard projects include 1 national mandatory standard, and two national technical guides. SAC/TC20 (Energy Fundamentals and Management) oversees the management and formulation of them, whose secretariat is held by CNIS. The details of these standards and data collection scope are summarized in the table below:
Standard Type | Standard name and standard/project no. | Data to be collected |
Mandatory (GB) | 20253197-Q-469 Minimum allowable values of the energy efficiency and energy efficiency grades for communication base station | Number of enterprise base stations by climate zone, annual energy consumption distribution based on field measurements, and methods for testing and improving base station site energy efficiency. |
Technical guide (GB/Z) | 20256785-Z-469 Technical Requirements and Test Methods for Energy Efficiency Evaluation of Telecommunication Equipment for Telecommunication Base Station | Energy consumption and energy-saving features of core communication equipment used in 5G and 4G base stations, including unit carrier frequency power consumption under different loads categorized by channel count, as well as methods for testing and improving energy efficiency. |
20256265-Z-469 Technical Requirements and Test Methods for the Evaluation of Computing Power, Energy Efficiency, and Carbon Efficiency of Data Center | Server types, theoretical computing capacity, and energy efficiency levels of general-purpose data centers, intelligent computing data centers, and supercomputing data centers; mainstream training models and energy-saving technologies for computing equipment in intelligent data centers; and methods for testing and improving computing efficiency and carbon efficiency in data centers. |
The Notice puts forward the benefits for the organizations that voluntarily provide valid data will be considered as having made substantial contributions to the revision of relevant standards and may be prioritized for inclusion in the standard drafting team to participate in related development work. It also clarifies that data-providing organizations have the right to information protection. The collected data will be used solely for research on energy efficiency evaluation methods during standard development, and any sensitive information in the test data tables will be anonymized prior to use.
Relevant foreign stakeholders are advised to observe the progress of the standard projects, especially those have business relate to communication base stations shall closely keep up with the updates on the national mandatory standard on Minimum allowable values of energy efficiency.
