On October 10, 2021, general offices of the Communist Party of China Central Committee and the State Council issued the Outline for National Standardization Development (hereinafter referred to as "the Outline")

The Key points of the Outline:

1. The fact that the Outline for National Standardization Development is issued by the Central Committee of the Communist Party of China and the State Council, is a demonstration of great emphasis for this document.

2. Standardization will develop from a quantitative scale to quality-benefit transformation. China will also establish a national quality infrastructure system that integrates standards, measurement, certification and accreditation, and inspection and testing, to meet the needs of economic and social development.

3. More international standards will be adopted and converted. To ensure consistency of key technical indicators of national and international standards, by 2025, the conversion rate of international standards should reach 85%.

4. China tends to attach the market-driven standards supply with the same importance as government-led standards. More development in association standards will be likely to take place.

5. Standards drafting in key technologies will still be enhanced, and this document made general targets and requirements for standards to support innovation like new technologies.
