On July 23, 2021, the China National Institute of Standardization (CNIS) issued a national standard - Monitoring and Testing for Energy Saving of Fan's Unit and Distribute Tube System (GB/T 15913, hereinafter referred to as “the Standard”) for public comments. The National Standardization Technical Committee on Energy Efficiency (SAC/TC 20) proposed and took charge of the Standard, while CNIS was responsible for the drafting of the Standard.
The Standard stipulates the projects, methods and evaluation indicators of monitoring and testing for fan’s unit and distribution tube system. They are mainly applicable to centrifugal fans and axial flow fans driven by electric motors, as well as blower unit and distribution tube systems with power measuring more than 5.5kw. This document is also suitable for fans’ units with frequency control of motor speed in the same power range. Fans’ units with other control of speed can refer to the Standard according to circumstances.
The Standard draws on national specifications for relevant technology and performance of similar products. It depicts clear requirements for the inspection projects, rules, methods, and calculation evaluation indicators for the energy-efficiency testing of corresponding products.
In addition, the Standard clearly states that the evaluation indicators of the monitoring and inspection and testing items for fan’s unit energy-efficiency are the minimum level for product qualification. The monitoring organization shall conduct evaluations based on the indicators. Products need to meet all the indicators to pass the energy saving evaluation. For the unqualified items, the inspecting organization shall make an evaluation report regarding the energy waste degree and put forward improvement suggestions.
The Standard is calling for public comments until September 22, 2021, and the official implementation time remains to be announced. Hence, foreign manufacturers of these products in China or those planning to enter the Chinese market should keep abreast of this new standard and its specific implementation time. They are also advised to carefully study the monitoring standards and technical parameters to ensure that the implementation of the standards will not impact their existing products and business.
