



On March 19, 2021, Standardization Administration of China (SAC) released the Specification of Reporting and Processing of Motor Vehicle Product Defect Clue (GB/T 39892-2021) which will be implemented since October 1, 2021. It is developed by the SAMR Defective Product Administrative Center, jointly with Sina.com and other enterprises. The Specification is applicable for road vehicles only.
Background
1. Defect report submitted by consumers is one of the most important information sources for discovering product defects;
2. With the development of automobile industry and improved safety awareness among consumers, the number of defect reports has risen rapidly each year;
3. While third-party information collection agencies grow rapidly, data collection standards urgently need unifying;
4. The technical analysis of defect reports in automotive manufacturers needs to be further standardized.
The necessity of this standard also manifests itself in relevant data: as of the first half of 2021, the SAMR Defective Product Administrative Center on its “National Motor Vehicle Product Defect Clue Monitoring Collaboration Network” has collected more than 210,000 cases of vehicle product defect reports, which involves 324 automobile manufacturers and 375 brands, resulting in more than half of China’s automotive recalls.
Content
1. Consumers submitting defect reports: Any enterprise or individual can submit reports to the defect product recall institutions via the Internet, telephone, e-mail, letter, etc.
2. Defect report content: The report should include vehicle information (like Vehicle Identification Number), defect description and reporter’s information.
3. Evaluation in automotive recall institutions: Institutions should evaluate the validity and uniqueness of defect clues, and inform automotive manufacturers about necessary information.
4. Technical feedback from manufacturers: Manufacturers shall carry out analysis and feedback on defect causes, specifically including:
a) Verify vehicle information
b) Determine the disposal measures
c) Confirm whether to issue a recall announcement
d) Confirm whether to publish a technical service announcement
e) Confirm whether the defect is commonly seen
f) Give feedback on technical analysis result
