On 26 November 2020, the Ministry of Commerce, the National Cryptography Administration and the General Administration of Customs issued Announcement No. 63 (2020), which decided to implement import licensing and export control on relevant commercial cryptography in order to safeguard national security and social and public interests. In importing the items and technologies listed in the Import Licensing List of Commercial Cryptography, an application for import licence for dual-use items and technologies shall be filed with the Ministry of Commerce; for the export of items and technologies listed in the Commercial Cryptography Export Control List, an application shall be made to the Ministry of Commerce for the export licence of dual-use items and technologies.
