



In order to reduce institutional trading cost and facilitate the accreditation for enterprises, Certification and Accreditation Administration of P.R.C amended several implementing rules of compulsory product certification. CNCA hereby publishes Implementing Rules of Compulsory Product Certification-Motorcycle (CNCA-C11-02:2021) and Implementing Rules of Compulsory Product Certification- Electric Bicycle (CNCA-C11-16:2021) (see annex, and hereinafter referred to as “the New Implementing Rules”. These documents will come into force on July 1 2021, and previous version Implementing Rules of Compulsory Product Certification-Motorcycle (CNCA-C11-02:2014) and Implementing Rules of Compulsory Product Certification- Electric Bicycle (CNCA-C11-16:2018) will be replaced by the New Implementing Rules.
The appointed certification institutions should establish detailed implementing rules in accordance with the New Implementing Rules and requirements of other published general implementation measures. Such institutions only can carry out relevant compulsory certification activities after submitting official filing to CNCA.
Starting from July 1 2021, the appointed certification institutions should process certification applications in accordance with the New Implementing Rules, the transition of certificates should be carried out in methods such as: certificate renewal, product replacement, version exchange of standardization etc.
