Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) is a European Union regulation dating from 18 December 2006. Since then, China has also begun to exercise systematic control over chemicals produced and imported into China.
On January 1, 2021, China issued the Measures for Environmental Management and Registration of New Chemical Substances (MEE Order No.12), which regulated the registration process of new chemicals. The Chinese national standard GB/T 39498-2020 (Guidelines for the Use and Control of Key Chemicals in Consumer Goods) will also enter into force on June 1, 2021, marking a more strict but voluntary requirement on amount control of chemicals. Enterprises failing to meet these regulations and standards might face firms with legal penalties.
