



On June 1, 2021, the Ministry of Industry and Information Technology (MIIT) issued the Guidelines for the Use of Radio Frequency of Industrial Internet and Internet of Things (2021 Edition) (hereinafter referred to as the Guidelines). Relevant policies are interpreted as follows:

A: With the rapid development of radio communication technology, the Industrial Internet and the Internet of Things have increasingly played an enabling and synergistic role in traditional industries, therefore have become an important support for the transformation of the real economy into a digital, networked and intelligent one. Meanwhile, the wide application of wireless communication technology and the mass connection of production factors have led to a substantial increase in spectrum. The inappropriate use of frequency and mutual interference have occurred from time to time, which also brings risks to the production safety for industrial enterprises. In order to encourage innovation and strengthen supervision, it is urgent to introduce relevant guidelines.
On the one hand, users should be guided to choose suitable radio communication technology according to the characteristics of scenarios, so as to improve the adaptability between industrial applications and frequency resources, as well as effectively enhance the efficiency and benefit of frequency utilization. On the other hand, regulating the use of frequency and the setting of stations can reduce the risk of harmful radio interference, and can guarantee the safe and stable operation of relevant wireless communication systems and the safe production of industrial enterprises. The Guidelines are mainly formulated on the basis of Radio Regulation of the People's Republic of China, Regulations on the Radio Frequency Allocation and other radio management laws, regulations and documents.
Q: What is the main content of the Guidelines?
A: The Guidelines has three main contents.
1. It stresses the importance of giving full play to the advantages of 5G technology and the industry.
2. It classifies and analyzes the relevant requirements of national radio management for the use of radio frequencies, radio stations and radio transmitting equipment, including licensing subjects, application requirements, frequency bands and technical standards, etc.
3. It selects typical cases on the usage of Industrial Internet and the Internet of Things in different scenarios with different frequency as references for users. In addition, in view of the rapid development of Industrial Internet and Internet of Things, it clarifies that relevant provisions of this sector will be timely updated and adjusted according to the relevant regulations of national radio management.

A: The Industrial Internet and the Internet of Things has several characteristics such as ubiquitous demand, personalized, customized, and diversity on technical systems and standards. The selection of wireless communication technology needs to fully consider different factors like application scenarios, service objects, security, control, operating costs etc. In order to meet the users' differentiated needs, one or a combination of technologies can be chosen from public mobile communication system, private mobile communication system, 2400MHz, 5100MHz and 5800MHz frequency band wireless access system (WLAN) and micro-power short-distance radio transmission equipment.
Q: What is the relationship between the Guidelines and existing radio management policies and regulations?
A: The Guidelines systematically sorts out the current effective documents on the use of Industrial Internet and Internet of Things frequency. It covers a variety of factors like frequency planning, interference coordination, station setting and equipment management, etc. It classifies, integrates, clarifies and interpretes the above related regulations from four directions: public mobile communication system, private mobile communication system, 2400MHz, 5100MHz and 5800MHz frequency band wireless access system (WLAN) and micro-power short-distance radio transmission equipment.
