Ministry of Ecology and Environment Issued Three Carbon Emission Management Rules

On May 17, 2021, the Ministry of Ecology and Environment released Announcement No. 21 of 2021, and it issued three management rules related to carbon emissions. The specific contents are as follows:

Announcement on the issuance of "Regulations for the Registration and Management of Carbon Emission Rights (Trial Implementation)", "Regulations for the Management of Carbon Emission Rights Trading (Trial Implementation)" and "Regulations for the Settlement and Management of Carbon Emission Rights (Trial Implementation)"

In order to further standardize the nationwide carbon emission rights registration, trading, and settlement activities and to protect the legitimate rights and interests of all participants in the national carbon emission rights trading market, the ministry organized and formulated the "Regulations for the Registration and Management of Carbon Emission Rights (Trial Implementation)", "Regulations for the Management of Carbon Emission Rights Trading (Trial Implementation)" and "Regulations for the Settlement and Management of Carbon Emission Rights (Trial Implementation)" in accordance with "Administrative Measures for the Management of Carbon Emission Rights Trading (Trial Implementation)". The relevant matters are hereby announced as follows:

1. Before the establishment of the National Carbon Emission Rights Registration Agency, Hubei Carbon Emissions Trading Center Co., Ltd. will be responsible for the account opening, operation, and maintenance of the National Carbon Emission Rights Registration system.

2. Before the establishment of the National Carbon Emissions Trading Agency, Shanghai Environmental Energy Exchange Co., Ltd. will be responsible for the account opening and operation and maintenance of the National Carbon Emissions Trading System.

3. The “Registration and Management of Carbon Emission Rights (Trial Implementation)", "Regulations for the Management of Carbon Emission Rights Trading (Trial Implementation)" and "Regulations for the Settlement and Management of Carbon Emission Rights (Trial Implementation)" will be officially implemented on the date of this announcement.
