On May 24, 2021, the "Notice on the Implementation Rules regarding Printing and Distributing of Energy Efficiency Labels for Five Types of Small and Medium-sized Three-phase Asynchronous Motors, Power Transformers, Ventilators, Flat-screen TVs, and Set-Top Boxes (Revised Edition) " was formally issued as follows:
In order to improve energy efficiency of related products, and according to the "Administrative Measures for Energy Efficiency Labels" (Order No. 35 of the National Development and Reform Commission and the former AQSIQ), recently, the National Development and Reform Commission and the State Administration of Market Regulation jointly published the "Notice on the Implementation Rules regarding Printing and Distributing of Energy Efficiency Labels for Five Types of Small and Medium-sized Three-phase Asynchronous Motors, Power Transformers, Ventilators, Flat-screen TVs, and Set-Top Boxes (Revised Edition) " (hereinafter referred to as "the Notice").
1. Implementation of the energy efficiency labeling system
The "Energy Conservation Law of the People's Republic of China" requires the state to implement energy efficiency labeling for household appliances and products that are widely used and consume large amounts of energy. In 2005, China began to implement an energy efficiency labeling system. Up to now, the National Development and Reform Commission and the State Administration of Market Regulation have issued a total of 15 batches of product catalogs using energy efficiency labels, including approximately 2.3 million product models and 41 categories of products such as home appliances, commercial and office electronics, lighting, etc. Judging from the effects from the implementation, the energy efficiency labeling system is an important method to promote the implementation of mandatory national standards on performance and efficiency. It is the most direct and important basis for consumers to purchase high-efficiency and energy-saving products and therefore conducive to guide and promote greener consumptions. The energy efficiency labeling system has achieved remarkable energy-saving results. According to measures and calculations, since the implementation of the system, it has saved more than 2.5 trillion kilowatt-hours of electricity.
2. The relevant content of the Notice
The Notice is mainly divided into two parts. The first part covers the overall status of the revision of the implementation rules for energy efficiency labels for five types of products such as small and medium-sized three-phase asynchronous motors, power transformers, ventilators, flat-screen TVs, and set-top boxes. It also clarifies the efficiency standards, implementation timeline, and scope of application of relevant product. The second part covers the implementation rules for energy efficiency labels of five types of products, which mainly include specific content such as scope of implementation, label styles and specifications, energy efficiency testing, identification of label information, label printing and addition and display, label filing and announcements. The Notice stipulates that the rules shall be valid for 5 years.
In the next step, the National Development and Reform Commission and the State Administration for Market Regulation will work with relevant departments and units to organize, implement, supervise, and manage energy efficiency labels and give full play to the energy efficiency labeling system’s active role in improving product energy efficiency and promoting green consumption.
