



A standard System for the Interaction between Electric Vehicles and the Power Grid in China
On May 24, 2021, the energy industry standard "Electric Vehicle Charging and Discharging Two-way Interaction Part 1: General Provisions" and "Electric Vehicle Charging and Discharging Two-way Interaction Part 2: Ordered Charging" will be published on the CEC website for public comments. This marks the official debut of the first batch of standards for the construction of the electric vehicle and grid interaction (V2G) standard system.
The two standards projects were launched in 2019, and led by State Grid Electric Vehicle Service Co., Ltd., and jointly drafted by major domestic power grid companies, car companies, charging facility operators, and equipment manufacturers. The drafting team has investigated extensively the application scenarios for electric vehicle charging and discharging interactions, technical means, grid requirements, energy aggregation methods, ordered charging technology implementation methods, functional characteristics and performance parameters, and a draft for comments has been written after discussions.
"Electric Vehicle Charge and Discharge Two-way Interaction Part 1: General Provisions" stipulates the technical architecture of the electric vehicle charge and discharge two-way interactive system. It also proposes an architecture including the grid operation layer, resource operation layer, and device operation layer, and specifies the functions and duties of involving parties of the interactive system, main operating modes, and related application scenarios. The draft shall serve as the basis for the construction of an electric vehicle charging and discharging interactive system.
"Electric Vehicle Charging and Discharging Two-way Interaction Part 2: Ordered Charging" stipulates the technical architecture, functional requirements, technical requirements and information security protection requirements of the ordered charging system of electric vehicles, covering method with which the management system will be directly, or through conversion, connected to the ordered charging device. The draft applies to the design and construction of AC and DC ordered charging systems.
Background
In September 2018, the Energy Industry Electric Vehicle Charging Facilities Standardization Technical Committee held the first electric vehicle charging and discharging two-way interaction (V2X) technology and standard seminar in Zhengzhou, and proposed to strengthen the V2X system research and top-level design. They also proposed the needs to include fields such as systems, equipment, communication protocols, interactive interfaces, security, vehicles, construction and operation into the construction of a standardized system.
Two-way interaction between electric vehicles and the power grid (V2G) application scenarios can be divided into ordered charging, power demand side response, micro-grid, virtual power plant, energy Internet, etc. With many possible applications, the ordered charging method can achieve ordered control of charges in a local area, and can increase the demand for electric capacity load for parking and charging in communities and buildings.
For the next step, the Energy Industry Electric Vehicle Charging Facilities Standardization Technical Committee will set up a special standardization working group to further strengthen the two-way interactive standardization of electric vehicle charging and discharging, and provide technical support for the integrated development of electric transportation and smart grids.
