



On April 21, 2021, the National Development and Reform Commission (NDRC) and the National Energy Administration (NEA) called for comments on Guidance on Accelerating the Development of New Energy Storage (Draft for comments). The deadline is 21 May 2021.
The key messages are as follows:
· The guidance contains 6 parts (general requirements, strengthen planning guidance, promote technological progress, improve policy mechanisms, regulate industry management, and strengthen the leading role of governments) and 14 tasks.
· The major goals are: by 2025,
o new energy storage will shift from being in the early period of commercialization to being scaled up;
o new energy storage will be less expensive, more reliable, and in use for a longer period;
o the installed capacity of new energy storage will be more than 30 million kilowatts;
o new energy storage will play a significant role in peaking carbon emission and achieving carbon neutrality in energy sector.
o In 2030, new energy storage will be fully driven by market demands.
