[Non-road Diesel Mobile Machinery] - DEC 28 2021, HJ 1014-2021 ”Emissions control technical requirements of non-road diesel mobile machinery" (Press Release).

On Dec. 28, 2020, the Ministry of Ecology and Environment officially approved and issued Emissions Control Technical Requirements of Non-road Diesel Mobile Machinery (Press Release). The technical requirements provide that from Dec. 1, 2022, all non-road mobile machineries below 560 kW (including) produced, imported and sold and their diesel engines shall meet these standards. The implementation time of China IV non-road mobile machineries above 560 kW and their diesel engines shall be subject to separate announcements.

The technical requirements provide that from Dec. 1, 2022, all non-road mobile machineries below 560 kW (including) produced, imported and sold and their diesel engines shall meet these standards. The implementation of the fourth stage of non-road mobile machineries above 560 kW and their diesel engines shall be subject to separate announcements.

This standard provides the emissions control technical requirements of China IV non-road mobile machineries and their diesel engines. This standard supplements the China IV contents in GB 20891-2014 Limits and Measurement Methods for Exhaust Pollutants from Diesel Engines of Non-road Mobile Machinery (China III and IV).

This standard is modified with the technical contents in European Union (EU) Directive 97/68/EC (as of the revision 2012/46/EU) Laws on Coordinating the Measures taken by Member States to Control the Emissions of Gaseous Pollutants and Particulate Matter from Diesel Engines for Non-Road Mobile Machinery on the engines for non-road mobile machinery and some technical contents in European Non-road China V Regulation (EU) 2016/1628 Emissions Limit Requirements of Compression Ignition Engines for Non-road Mobile Machinery, Revisions to (EU) 1024/2012 and (EU) 167/2013 and Reversion and Substitution to 97/68/EC.

 

This standard provides the emissions control technical requirements of non-road mobile machineries and their engines and the second diesel engine for vehicles carrying people (goods).

This standard applies to the type inspection, production consistency inspection, emission compliance inspection, in-use compliance inspection and durability requirements of the following (including but not limited to) non-road mobile machineries and their diesel engines operating under non-constant speeds.

This standard applies to the following engineering machineries:
excavating machinery, earth moving machinery, hoisting machinery, forklift, compaction machinery, pavement construction and maintenance machinery, concrete machinery, driving machinery, piling machinery, aerial work machinery, rock drilling machinery, etc.

Release and implementation of emission standard for non-road mobile machinery in China:

China I Standard: Implemented on Oct. 1, 2007

China II Standard: Implemented on Oct. 1, 2009

China III Standard: Implemented on Apr. 1, 2016

China IV Standard: Implemented on Dec. 1, 2022.

In view of the implementation time of these standards, there are still two years left, which is sufficient for engine manufacturers and main engine plants. It is noteworthy that in the past two years, many main engine plants have laid out products that meet China IV emission standard, and have successively launched products in line with this standard. Despite this, the market acceptance still needs to be further consumed, and there is definitely a great space for improvement in both engine technology and complete machine technology in terms of emission upgrade.

More importantly, it is an inevitable trend for end users to purchase engineering machinery products that are in line with national emission standards. However, they shall be more cautious about the price, daily maintenance and other factors involved in purchasing these engineering machinery products, unless those machineries meeting the China III Standard are forcibly eliminated. Therefore, in the two years, it is still necessary for the market to further alleviate the impact of various factors on the official implementation of the China IV Emission Standard.
