In order to regulate the administration of national standards, encourage innovation and technological progress, promote the rational adoption of new technologies in national standards, safeguard the lawful rights and interests of the general public, patentees, and the relevant obligees, and guarantee the effective implementation of national standards, in accordance with the Standardization Law of the People's Republic of China, the Patent Law of the People's Republic of China, the Measures for the Administration of National Standards, and other relevant laws, regulations, and rules, the Standardization Administration of China (SAC) and the State Intellectual Property Office (SIPO) have developed the Interim Provisions on the Administration of National Standards Involving Patents, which are hereby issued and shall come into force on January 1, 2014.

This document gives the generic guidelines for all the SDOs in China on their IPR Policy making.
