On Mar. 29, the State Administration for Market Regulation announced the 2021 National Supervision and Sampling Check Plan for Product Quality (hereinafter referred to as the "Plan").
The Plan shows that 137 key products will be spot-checked in 2021. Among them, 36 kinds of electronic and electrical products, 6 kinds of agricultural production materials, 19 kinds of construction and decoration materials, 7 kinds of electrical and material products, 23 kinds of machinery and security products, 20 kinds of daily use and textiles, 14 kinds of durable consumer goods, food-related 12 kinds of products.
It is understood that spot checks will be strengthened in four aspects. The first is to highlight spot checks in the circulation field and greatly increase the proportion of spot checks in the circulation field. A total of 61 products are subject to spot checks in the circulation field. The second is to highlight the livelihood product spot check. There are 111 types of livelihood consumption related products, accounting for 81% of the total number of types checked. The third is to highlight the "one old and one small" product spot check, and make every effort to serve the life and learning needs of special groups such as children, students, and the elderly, and include 8 kinds of children's and student supplies and 4 kinds of supplies for the elderly into the spot check plan. The fourth is to highlight the nationwide joint random inspections, focus on the joint force of national market supervision, and carry out nationwide joint random inspections in key areas such as industrial concentrated areas for important products such as wires and cables, cement, and agricultural mulch.
At the same time, in order to ensure the smooth implementation of major activities such as celebrating the 100th anniversary of the founding of the Communist Party of China, the supervision and spot check of products such as fireworks and firecrackers will be strengthened; in order to serve the rural revitalization strategy, the supervision and spot check of products such as water pumps, fertilizers, rice and wheat combine harvesters will be strengthened; to protect people's livelihood, it will carry out follow-up and spot checks on products that have more potential safety hazards, prominent problems, and more consumer complaints, such as wire and cable, cement, and children's furniture.
While carrying out supervision and spot checks as planned, the State Administration for Market Regulation will dynamically adjust the spot check plan according to the new problems found in the spot check process and the new situation of people's livelihood consumption, and organize special supervision and spot checks on unplanned products.
