Not long ago, The State Council issued the Guiding Opinions on Accelerating the Establishment and Perfection of a Green and Low-Carbon Circular Economic Development System (hereinafter referred to as the Guiding Opinions). The Guiding Opinions pointed out that we have to establish a sound green and low-carbon circular economic development system to promote the overall green transformation of socio-economic development. It is a primary solution to solve the problems of resources, environment and ecology. And it also proposed to carry out top-level design and systematic planning of the green standard system, forming a comprehensive and systematic green standard system, to standardized supporting mechanism.
§ The Guiding Opinions propose to promote product green design and build a green manufacturing system. The Guidelines to the Construction of Green Manufacturing Standard System jointly compiled by the Ministry of Industry and Information Technology and the SAC, divides the green manufacturing standard system into seven sub-systems, namely, comprehensive foundation, green products, green factories, green enterprises, green parks, green supply chains and green evaluation and service. According to the work arrangement of Made in China 2025 Strategy on the construction of the green manufacturing system, green products, green factories, green enterprises, green industrial parks and green supply chains are the key targets of standardizing the green manufacturing.
The Principles for Evaluation of Green Factories (GB/T 36132-2018) establishes a systematic evaluation index system for green factories and puts forward general requirements for evaluation of green factories. It supports to established the National Evaluation System for Green Industry Parks from green energy utilization, green resource utilization, green infrastructure, green industry, green ecological environment and green operation and management.
A series of national standards, such as General Rules for Evaluation of Eco-design Products (GB/T 32161-2015), Identification of Eco-design Products (GB/T 32162-2015), and Code for Evaluation of Eco-design Products Part 1: Household Detergents (GB/T 32163.1-2015), have strongly supported the construction of national green design product standard list and the development of green design product evaluation.
§ The Guiding Opinions propose to expand the green environmental protection industry. The Guiding Opinions propose to strengthen the green environmental protection industry, by promoting the upgrading of urban environmental infrastructure, the third-party treatment of environmental pollution, and by environmental governance effects.
§ The Guiding Opinions propose to guide enterprises and residents to purchase green products, and strengthen the certification management of green products and services. We will crack down on false labeling of green products. In order to implement the Opinions of the General Office of the State Council on Establishing a Unified Green Product Standard, Certification and Labeling System,
China formulated the General Principles of Green Product Evaluation (GB/T 33761-2017), stipulated the basic principles, evaluation indexes and evaluation methods of green product evaluation. The principle of index selection follows the "life cycle concept", "representativeness", "applicability", "compatibility" and "green high-end leading"; The index system framework includes basic requirements and evaluation index requirements; the basic requirements include the requirements of energy conservation and environmental protection laws and regulations, process technology, management system and related product standards; the evaluation index includes four types of first-class indexes such as resource attribute index, energy attribute index, environmental attribute index and quality attribute index; quantifiable, detectable and verifiable second-class indicators are set under the first-class indexes.
§ The Guiding Opinions propose to classify, reduce and recycle household garbage according to local conditions, and promote the whole chain treatment of plastic pollution. Formulate and implement a series of national standards such as Classification and Code of Waste Plastics (GB/T 37547-2019), Technical Specification for Waste Plastics Recycling (GB/T 39171-2020) and Technical Specification for Waste Plastics Recycling (GB/T 37821-2019). For improving the recycling system, China formulated the Technical Specifications for Recycling Waste Textiles (GB/T 38926-2020), Technical Specifications for Recycling Waste Glass (GB/T 39196-2020) and Technical Specifications for Recycling Waste Batteries (GB/T 39224-2020), to classify, reduce and recycle household garbage.
