To strengthen the management of road motor vehicle production enterprises and product access and promote the sound development of the Intelligent Connected Vehicles (ICV) industry, the MIIT Department of Equipment Industry has organized and compiled the Guidelines for ICV Manufacturers and Product Access Management (Trial) (Call for Comments). The Guidelines set requirements for enterprise safety assurance capabilities for ICV manufacturers, requirements for management systems and assurance mechanisms for vehicle software upgrades, cybersecurity, data security, etc., and require them to establish and improve enterprise safety monitoring service platforms.
The document mentioned that ICV manufacturers should collect, use, and protect personal information in accordance with the law, implement data classification, develop important data catalogs, and must not disclose sensitive information related to national security. ICV products should clarify driving automation functions and their design and operating conditions. The design operating conditions should include the design operating range, vehicle status, driver status and other necessary conditions; the design operating range should include but not limited to roads, traffic, electromagnetic environment, weather, light, etc.
ICV manufacturers should comply laws and regulations on cybersecurity, establish a cybersecurity protection system covering the entire life cycle of vehicles, take necessary technical measures and other necessary measures to effectively respond to cybersecurity incidents, and protect vehicles and their connected facilities from attack, intrusion, interference, and destruction.
