On 23 March, 2021, Standing Committee of Shenzhen Municipal People's Congress issued Regulations of the Administration of Shenzhen Special Economic Zone on Intelligent Connected Cars (Draft for Comments) (hereinafter referred to as Regulations) to solicit comments from the public, and comments may be submitted until November 19, 2020. Regulations aims to standardize the application of intelligent connected cars, guarantee road traffic safety, protect personal safety, the property safety and other legitimate rights and interests of citizens, legal persons and other organizations, and promote the high-quality and sustainable development of intelligent connected cars industry. There are 10 chapters with 60 articles in Regulations, outlining requirements for the road test and pilot application of intelligent connected cars, the products access management and registration system of intelligent connected cars, the management of use, the transportation, cybersecurity and data protection, legal obligations and so on. For main obligations of relevant intelligent connected cars enterprises responsible for data protection, Regulations gives clear provisions on cybersecurity, data protection and recording of information.
