Designated Certification Bodies for Compulsory Products:
To implement the tasks of “further integration of over-divided certification units” and “exempting changes not involving in product safety from declaration” illustrated in the Notice by the State Council of Issuing the Plan for Division of Key Tasks of the Teleconference on Deepening the Reform of “Simplification of Administrative Procedures, Decentralization of Powers, Combination of Decentralization with Appropriate Control, and Optimization of Services” and Optimizing the Business Environment Nationwide (No. 43 [2020]), reduce the number of CCC Certificates, simplify the change procedure, shorten the certification time and reduce the cost, you are hereby notified of relevant matters as follows:
Integrate the certification units and consolidate certificates
Each certification body should sort out the unit division of the products involved, revise and improve the detailed rules of certification implementation, and further integrate the certification units on the basis of risk control.
CCC certificates should be consolidated on a voluntary basis by certification clients (certificate holders). In principle, a certification body should only issue one certificate for the products certificated in the same certification units, and one certificate for the same products with multiple functions and applications outlined in CCC certification catalogue. Certificates for the same products produced by the same manufacturer but in different production plants may be consolidated into one certificate.
Streamline the change procedures and optimize service quality
Each certification body should streamline and optimize existing change procedures and it is not necessary to declare the changes that don't affect product safety.
For changes affecting product safety, the certification body should make more rational and improved arrangements for the procedures and simplify the requirements for change to provide more convenient and efficient services for enterprises. (For example, they can take measures such as classified management of manufacturing enterprises and self-declaration of enterprises.)
