



February 8 2021, Certification and Accreditation Administration (CNCA) issued the implementation requirements for self-declaration of conformity methods of compulsory products certification when standards are revised. This announcement shall be implemented as of the date of promulgation.
The main contents are as follows:
Product producers (manufacturers), applied CCC certification self-declaration of conformity, shall actively track and collect the revision of relevant standards on which evaluation is dependent, and implement self-declaration in the following ways when the standards are revised:
In the transition period after the release but before the implementation of new standards, manufacturers can choose to implement the evaluation according to the old or new standards. After the implementation of the new standards, the evaluation shall be implemented according to the new standards.
For those who have completed their self-declaration according to the old standards, they shall refer to the technical resolution of the corresponding CCC Certification Technical Expert Group (http://www.cnca.gov.cn/zl/qzxcprz/jszjz/) and complete the self-declaration according to the new standards within one year after the implementation of the new standard. The old version of the self-declaration will be deleted via CNCA SDoC online portal (http://sdoc.cnca.cn) one year after the implementation of the new standards. Products that have been delivered, come on the market and are no longer produced before the implementation of the new standards do not need to make a self-declaration according to the new standards.
All agencies undertaking activities of CCC certification self-declaration of conformity (including certification bodies and laboratories) should strengthen their services to assist producers (manufacturers) in obtaining detailed and accurate information about the changes of standards. When carrying out certification and testing activities according to the new standards, the implementing agencies shall ensure that they have the corresponding technical capabilities and obtain qualifications.
For the changes in CCC certification policies and catalogue scope caused by the revision of evaluation standards, CNCA would issue relevant implementation requirements.
