In order to further improve the evaluation method of compulsory product certification (CCC) self-declaration, strengthen the main obligation of the enterprise, and ensure the smooth and orderly implementation of the self-declaration according to the referenced standards, based on CNCA’s "Notice" ([2005] No. 18), the relevant implementation requirements are hereby announced as follows:

A.Product producers (manufacturers) that applicable to the CCC certification self-declaration evaluation method should actively track and collect the revisions of the relevant evaluation standards, and implement self-declaration in the following ways when the standards are revised.

a. During the transition period after the release of the new standard and before its implementation date, voluntarily choose the evaluation method based on the old or new version of the standard; after the implementation of the new version of the standard, the evaluation should be implemented based on the new version of the standard.

b. For those who have completed the self-declaration according to the old version of the standard, they should refer to the technical resolution of the corresponding CCC certification technical expert group (http://www.cnca.gov.cn/zl/qzxcprz/jszjz/), and update the self-declaration within one year of the implementation of the new version of the standard; the self-declaration based on the old-version standard will be invalidated by the "Compulsory Certification Product Conformity Self-declaration Information Submission System" (http://sdoc.cnca.cn) after one-year implementation of the new-version standard; for products that have been delivered, marketed and no longer produced before the implementation of the new version of the standard, there is no need to update the self-declaration.

B. Each related institutions (including certification bodies and laboratories) should strengthen services to assist producers (manufacturers) to obtain detailed and accurate standard revision information. When implementing certification and testing activities in accordance with the new version of the standard, the institution shall ensure that it has the corresponding technical capabilities and qualifications.

C. In the case of changes in the CCC certification related policies and catalogue scope after the revision of the evaluation standards, CNCA will officially issue the relevant implementation requirements.

This announcement will come into effect from the date of release.
