In April 2018, the Ministry of Industry and Information Technology, the Ministry of Public Security and the Ministry of Transport jointly issued the Rules for the Administration of the Road Tests of Intelligent Connected Vehicles (for Trial Implementation). 

In June 2019, the Ministry of Industry and Information Technology, the Ministry of Public Security and the Ministry of Transport investigated and accessed the implementation of intelligent connected vehicles road test and the Rules for Tests and Administration. Based on the the implementation situation and the development of China’s intelligent connected vehicles technology, the three departments started the revision of the Rules for Tests and Administration in November 2019. 

The main amendments include:

This revision adds to the requirements for demonstration application on the basis of road test, and clarifies the definition of road test, demonstration application and test areas (fields). The scope of application is further extended from restricted roads to restricted areas, and expressway can be used in road test and demonstration application. At the same time, the prefecture-level cities can be incorporated in the provincial and municipal categories that can formulate specific implementation rules and organize road test and demonstration application.

As the scale of road test and demonstration application expands, the issue of information security becomes more and more prominent. This revision puts higher requirements for information security in the process of road test and demonstration application. It demands the risk assessment results and risk response measures of information security as part of the application materials for road test and demonstration application, but this only applicable to  vehicles with network connection function or monitoring platform with remote control function  as information security risk of these vehicles and platforms is higher.

In terms of vehicle types, the application range is extended to special operating vehicles such as  unmanned garbage trucks and cleaning vehicles. In addition, some revisions in data recording have been made. it adjusts the requirement real-time return and data types and puts recording and return requirements for vehicle identification. Meanwhile, the time of data recording is reduced to one year.

Moreover, the revision also includes requirements for road test applications and audit for the application, application for demonstration application and audit, requirements for competent departments, traffic violations and accident management.

The designated certification authority shall implement the certification and issue certificates in accordance with the newly revised rules from the date of this announcement. Valid compulsory product certification certificate issued previously can also be used, and the conversion of certificate can adopt natural transition, including due replacement, product change, standard replacement.
