The NPC (National People's Congress) recently issued a draft of ‘Data Security Law of P.R.China’ and is soliciting public opinions via its official website:

The ‘Data Security Law" together with "Personal Information Protection Law’, which is expected to be in a finalized draft this year, will be the two fundamental cornerstones to support ‘Cybersecurity Law’ and national security.
The major contents of the law include:
Establishing basic procedures for data security management such as hierarchical data classification management, risk assessment, monitoring, forecasting, and emergency response
Clarifying the obligation and responsibility of organizations and individuals who carry out data activities to protect data
Insisting on equal emphasis on security and development of data and provide measures to support the promotion of data security and development
Establishing institutional measures to guarantee the security of government data and promote the opening of government data
