



On 29 April, MEE (the Ministry of Ecology and Environment) issued ‘Measures for the Environmental Management Registration of New Chemical Substances [MEE Notice No. 12 2020]’. The measures will enter into force on 1 January 2021, replacing ‘Measures for the Environmental Management of New Chemical Substances (Order No. 7, Ministry of Environmental Protection)’ issued by the former Ministry of Environmental Protection on 19 January 2010.
Article 3. For the purposes of these Measures, new chemical substances mean the chemical substances that are not listed in the “Inventory of Existing Chemical Substances in China”.
The chemical substances that have been listed in the Inventory of Existing Chemical Substances in China are subject to environmental management just as existing chemical substances are. However, where chemical substances subject to new-use environmental management according to the Inventory of Existing Chemical Substances in China are used for industrial purposes other than allowed ones, they are subject to environmental management as new chemical substances.
