On January 6 2020, the State Administration of Market Regulation (SAMR) released the Compulsory National Standards Administrative Measures, and it will be implemented from June 1, 2020.

Key message as follows:

• Compulsory national standards are equally applicable to domestic capital and foreign investment enterprises.

• domestic capital and foreign investment enterprises shall take part in the development and revision of compulsory national standards equally in accordance with the law.

• Drafting departments shall call for comments on the compulsory national standards, the explanation and illustration of compilation and the proposed interim period through the website of the drafting department and the National Public Service Platform for Standards Information.

• Notification shall be made if the compulsory national standards do not adopt or are inconsistent with the international standards and potentially have a huge impact on the trade of other members of the WTO.

• According to the reform scheme of standardization, certain fields, including environmental protection, engineering construction, healthcare and medical services, production safety, nuclear science and aerospace, are not within the scope of the administrative measures.
