



On July 11, 2025, the Ministry of Industry and Information Technology (MIIT) publicized the Key Working Points for the Integration of Informatization and Industrialization 2025 (hereinafter referred to as “the Key Working Points 2025”).
In recent years in China, the integration of informatization and industrialization is a key strategic task and practice in national development plans that needs to be achieved and improved. It is considered in the country as a strong supportive foundation and element to develop new quality productive forces and new industrialization. Therefore, MIIT attaches great importance to relevant planning and works and held a high-level leadership working meeting in June to discuss the details of the Key Working Points 2025 before the publication.
The document consists of 5 chapters that lay out requirements and tasks with several key points under each chapter, and the main contents include:
- Optimize developing system: By strengthening the leadership mechanism, improving the policy and planning system, and expanding quantitative assessment and monitoring, systematically promote key tasks and incorporate the concept of integrated development into specific tasks and policy formulation to enhance institutional guarantees.
- Consolidate developing foundation: Focus on strengthening infrastructure such as 5G/6G, computing power, and industrial internet, while also tackling key integration technologies, enhancing the supply capacity of industrial data elements, and fostering standardized digital solutions to lay a solid foundation for development.
- Strengthen the information technology application that can empower the economy and the society: Comprehensively promote the digital transition and networked collaboration of the manufacturing sectors, enhance the intelligent level of manufacturing empowered by artificial intelligence, and guide key industrial chains and clusters to undergo digital transition, as well as deepening the application of technologies.
- Optimize the construction of relevant standard systems: By promoting the coordination and complementarity among various standard systems and initiating international standard projects, as well as accelerating the formulation, revision, and application promotion of mature standards, a coordinated and complementary standard system will be established.
- Foster a coordinated developing ecology: A favorable ecosystem for the synergistic development shall be created by improving public service carriers, increasing fiscal and financial support, strengthening the cultivation of technical and skilled talents, and promoting high-level exchanges and international cooperation.
Specifically for the standardization-relevant contents, the Key Working Points 2025 states that:
- Strengthen the guidance on the work of relevant TCs, build a coordination and complementarity mechanism among standard systems, and enhance the adoption and reference of standards;
- Deepen international standardization work, and initiate a batch of standards in international organizations, and enhance the right to speak.
- Iteratively optimize the standard system for the integration of informatization and industrialization; formulate and publish guidelines for the construction of the standard system;
- Focus on specific fields to promote the formulation and revision of a batch of standards;
- Expand the coverage of various standards implementation, and enhance the digital capabilities of enterprises.
Foreign stakeholder in the industry and information technology sectors is advised to analyze the key contents that the Key Working Points 2025 covered for their business scope or may initiate impact. Also it is worth noting that, the policy documents that may be issued by MIIT in 2025 may closely follow the planning and principles that are listed in it.
