China Calls Standard Proposals on Legal and Compliance Construction for industry and Informatization – JUL, 2025

On July 22, 2025, the WG on legal and compliance construction for industry and informatization under the Ministry of Industry and Information Technology (MIIT) issued notice to call for proposals on voluntary national standards and sector standards (herein after referred to as “the Notice”), specifically those relate to the standardization of legal and compliance construction. The call-for-comment period ended on July 25, 2025.

This is part of the serial actions that MIIT takes to further optimize relevant standard systems in China while responding to the country’s overall requirements to enhance the construction of rule of law. Specific works of the consultation and relevant works will be carried out by a specific working group by the full name of Task Force on Standardization of Rule of Law and Compliance Construction in Industry and Informatization, which was founded by MIIT in November of 2024.

According to the Notice, national and sector standard proposals including but not limited in the following topics are encouraged to be submitted:

-  Construction of tule of law: Evaluation guidelines for the construction of a government following rule of law, standards for administrative law enforcement documents, standards for the production and review of administrative law enforcement case files, standards for the training of administrative law enforcement and supervision personnel, standards for administrative inspection document templates, standards for the format of administrative reconsideration documents, standards for the format of administrative litigation documents, standards for government services, etc.

-  Corporate Compliance: Compliance standards for industry ethics governance, network and data security, privacy protection, etc. in sectors such as electronic manufacturing, information and communication, open-source software, new energy, and intelligent connected vehicles; compliance check standards for labor employment, energy conservation and environmental protection, intellectual property rights, corporate governance, etc. in enterprises; standards for compliance talent requirements, training, and evaluation; standards for compliance information disclosure, supplier due diligence, and compliance for enterprises going global.

The Notice also specified that, the applying entity are required to have strong research capabilities and rich practical experience in the relevant field, and project proposals should have a certain standardized foundation within the industry, and the research content, scope, and problems to be solved should be clear and definite. 

For foreign stakeholders, the Notice is a signal and indicates the country’s further focus on general compliance and its system of rule of law. It is encouraged to actively participate in proposal submission, and get in touch with the rather new TC under MIIT to keep up with its work deliverables that may relate to the business.
