



In August of 2025, SAC/TC 609, the national TC in charge of the data standardization, continue its effort to strengthen the country’s data governance system. The latest progress lies in the following two actions:
Working Meeting
On August 22, 2025, the third plenary meeting of the WG1 of SAC/TC609 was convened in Beijing. Attendees included the head and members of WG1, the TC609 secretariat, and representatives from other standard working groups.
Key discussions and updates included:
- A report was presented from the TC609 secretariat on the progress of the first batch of national data standards—covering areas such as data terminology, data products, public data services, digital transformation, high-quality datasets, data services, anonymization, data infrastructure, and the national integrated computing network—as well as technical documents related to data infrastructure, trusted data spaces, and high-quality datasets, in addition to the overall demand collection for the second batch of 2025 national standards.
- Presentations by representatives from WG2 (Data Governance), WG3 (Data Circulation and Utilization), WG4 (Comprehensive Digital Transition), WG5 (Data Technology), WG6 (Data Infrastructure). outlining their specific requirements for the second batch of 2025 national data standards:
- A critical review was carried out by WG1 on the proposed second batch of standards, focusing on naming, scope, regulatory content, problem-solving objectives, framework positioning, and alignment with existing standards. This helped clarify priorities and direction for 2025 data standardization efforts.
Moving forward, the secretariat will revise and finalize the demand list for the second batch of 2025 national data standards based on feedback and will publish it promptly to facilitate the formal application process.
Publication of Several Technical Documents
On August 29, 2025, SAC/TC609 issued notice to announce the publication of 19 technical documents in the purpose of regulating and guiding the construction of high-quality datasets and the national data infrastructure.
This batch of technical documents covers following aspects:
- High-quality dataset: 4 documents
- National integrated computing power network: 9 documents
- Data infrastructure: 3 documents
- Trustworthy data space: 3 documents
These technical documents are drafted in accordance with the requirements of national policies including but not limited in the Guidelines for the Development of National Data Infrastructure (issued in December 2024) and the Action Plan on the Development of Trustworthy Data Space (2024-2028) (issued in November 2024) etc.
Guided by the National Data Administration (NDA), the formulation of all these technical files has gone through several processes including thorough investigation and research, multiple rounds of discussion, consultation with different group of experts and stakeholders, and expert review.
