Action Plan Issued to Enhance Growth of Electronic Information Manufacturing – AUG, 2025

On August 22, 2025, the Ministry of Industry and Information Technology (MIIT) and the State Administration for Market Regulation (SAMR) jointly issued the Action Plan on Electronic Information Manufacturing Industry Stability and Growth (2025–2026) (hereinafter referred to as “the Action Plan”). It outlines 16 measures across 3 key domains with the aim of maintaining China’s competitiveness in global electronics supply chains while advancing technological self-reliance.

Clear goals are set in the Action Plan for China’s electronic information manufacturing sector, which is from 2025 to 2026, large-scale manufacturing of computers, communication equipment, and electronic devices is targeted to achieve an average annual value-added growth of around 7%. When including lithium batteries, photovoltaics, and components, the broader sector aims for an annual revenue growth of over 5%. Specifically, by 2026, the industry is expected to remain the largest among China’s 41 industrial categories in terms of revenue and export share. Five provinces are projected to each generate over RMB 1 trillion in sector revenue, with the server industry exceeding RMB 400 billion. Domestically, 75-inch and larger color TVs are expected to surpass 40% market penetration, while PCs and mobile phones will shift toward smarter and higher-end products.

This policy document put forward measures for industrial transition and upgrading. For the promotion of high-end development and enhancement of supply capacity, it emphasizes innovation in AI-powered terminals and deeper integration of AI agents with hardware. It encourages establishing intelligent grading standards for AI devices and supports local authorities in pilot applications of AI terminals. In the photovoltaic sector, it addresses inefficient competition by legally targeting low-cost dumping, guiding local governments in rational capacity planning, and enforcing quality management for PV modules and batteries. Existing manufacturing standards will be reinforced and better coordinated with investment, financial, and safety regulations.

 

The Action Plan emphasizes measures and strategies to expand consumption scenarios. It stresses the boosting of domestic demand by encouraging financial institutions to develop consumer finance services for electronics. It supports R&D and application of wearables in sectors such as healthcare, transportation, and education to foster new growth areas. Additionally, it promotes the development of AI servers, efficient storage systems, and intelligent cloud computing services for use in high-performance computing fields including autonomous driving and biomedicine. The action plan also aims to establish a Beidou-based precision spatiotemporal information service system and deepen its integration with smart connected vehicles and the low-altitude economy.

From the perspective of sci-tech innovation and industrial integration, the Action Plan underscores the importance of large-scale equipment upgrades and major electronics manufacturing projects to achieve high-end, intelligent, and green development. It prioritizes R&D in areas such as CPUs, high-performance AI servers, and hardware-software coordination—including compatibility tests for AI chips and large models. The policy also calls for forward-looking deployment of new infrastructure, improved management of existing facilities, and enhanced compatibility adaptation for servers, chips, and key modules.

For foreign stakeholders, it is worth noting that the Action Plan reflects China’s intensified policy focus on guiding the electronics manufacturing industry toward high-end, intelligent, and green development. It highlights the growing importance of technological innovation and cross-sector integration while outlining a clear roadmap for industrial expansion and upgrading in the coming years.
