“AI+” Action Plan of China Approved by the State Council – JUL, 2025

On July 31, 2025, the State Council of China reviewed and approved the Opinions on Deeply Implementing the “Artificial Intelligence Plus” Action Plan (hereinafter referred to as “the Action Plan”) in its regular working meeting (hereinafter referred to as “the Working Meeting”).

Artificial intelligence (AI) is considered by China as a critical driver of the new technological revolution and industrial transformation. As AI technologies continue to mature, their integration with various sectors is accelerating, and the concept of “AI Plus” has gained broad recognition. This year’s Government Work Report of China explicitly called for “advancing the ‘AI Plus’ initiative to further integrate digital technologies with China’s manufacturing prowess and market advantages.”

The Working Meeting emphasized that, given the rapid evolution and iteration of AI technologies, it is essential to thoroughly implement the “AI Plus” initiative, vigorously promote the large-scale application and commercialization of AI, and fully leverage China’s advantages—including a comprehensive industrial system, a vast market, and abundant application scenarios. These efforts will accelerate the widespread and deep integration of AI across all areas of economic and social development, forming a virtuous cycle in which innovation drives application, and application in turn fuels innovation.

The Working Meeting outlined multiple measures, noting that government departments and state-owned enterprises should strengthen their exemplary and leading roles by opening application scenarios to support technological adoption, optimizing the AI innovation ecosystem, enhancing the supply of computing power, algorithms, and data, increasing policy support, strengthening talent cultivation, and fostering an open and collaborative environment to provide solid underpinnings for the growth of the industry.

With the broadening application of AI large models, generative AI, and other technologies across industries, risks such as data bias and privacy leakage are also increasing. The meeting highlighted the need to improve security capabilities and accelerate the establishment of a dynamic, agile, and multi-stakeholder collaborative governance framework for AI.

Official of the Department of Industrial Economy at the Development Research Center of the State Council, stated: “Deeply implementing the ‘AI Plus’ initiative and promoting the extensive and profound integration of AI with various industries will facilitate the transformation and upgrading of traditional sectors, create new avenues for strategic emerging industries and future industries, empower high-quality development, and enable all people to share in the benefits of AI advancement.” He also stated that: “The arrangements introduced during the meeting are clear, pragmatic, and effective. They chart a development path for the AI industry, respond precisely to market concerns, and send a positive policy signal.”
