Draft of Mandatory Standard on LED Energy Efficiency Calling for Comments – JUL, 2025

On July 10, 2025, the National Technical Committee for Energy Fundamentals and Management (SAC/TC20) issued the draft for comment of national mandatory standard Minimum allowable values of energy efficiency and energy efficiency grades of LED products for indoor lighting (hereinafter referred to as “the Standard Draft”) to call for public comments. It is a revision of the currently effective national mandatory standard GB 30255-2019 under the same name. The call for comment period will end on September 15, 2025.

The application scope of the Standard draft shall be LED high bay luminaire and double-ended LED lamps. Other key takeaways of the Standard Draft are summarized as below:

-   Add precise definitions for terms including LED filament lamp, LED high bay luminaire, the minimum allowable values of energy efficiency for LED products, and both standby power and network standby power for such products.

-   Impose stricter efficiency rules by revising the energy efficiency grades for indoor LED products, with new specific adjustments for dimmable and tunable-color-temperature lights.

-   Update color and power requirements. These include the introduction of color tolerance specifications for rated correlated color temperature (CCT) boundary points and revised mandates for the color rendering index (CRI), which now incorporate efficiency corrections for products with a high CRI. New limits for both standby and network standby power have been established as well.

-   Revised requirements for testing, comprising new procedures for measuring standby and network standby power, alongside updated testing protocols designed for adjustable lighting products.

Foreign stakeholders are advised to note that, along with the efforts of China to achieve its carbon peaking and carbon neutrality goals, the country’s energy efficiency standard system is also in the process of being stricter on technical parameters and be more thorough on requirements. Relevant manufacturers are advised to keep up with the SAC/TC20’s updates to ensure first hand information.
