



On July 1, 2025, the National Development and Reform Commission (NDRC) and the State Administration for Market Regulation (SAMR) have jointly drafted the Notice on Issuing the Catalogue of Products Subject to Energy Efficiency Labeling in China (2025 Edition)" and Relevant Implementation Rules (Draft for Public Comments) (hereinafter referred to as “the Catalogue”) pursuant to the Energy Efficiency Labeling Management Measures, and issued to the public calling for comments until August 1, 2025.
Since its implementation in 2005, China's energy efficiency labeling system has guided consumers towards high-efficiency and energy-saving products while driving industrial technological upgrades and energy conservation in the past two decades. In response to continuous technological advancements, rising international energy efficiency standards, and in commitment to the national carbon peaking and carbon neutrality strategic goals, NDRC and SAMR have systematically revised the current catalog of products subject to energy efficiency labeling and its associated implementation rules. The primary objective of these revisions is to ensure the implementation rules remain fully aligned with the updates made to the corresponding mandatory standards for each product category.
The main contents of the Catalogue include:
- The resulting 2025 Edition Catalog now covers 38 product categories, including household appliances, electric motors, lighting equipment, and commercial equipment.
- Each catalog entry specifies the relevant energy efficiency standard, implementation timeline, and regulatory basis.
- The accompanying Implementation Rules detail requirements for product scope, label design, energy efficiency testing, information determination, labeling procedures, filing, and public announcements.
- Reflecting the standard updates, the Draft adds or revises requirements for the seven product categories.
Key changes of the Catalogue are related with the technical parameter change for 7 product categories due to the revision of supportive standard. The draft of the Catalogue elaborates the details on the transition arrangements for the standard version change. Specifically, it puts forward an effective date that draws the line for which standard version shall apply for the corresponding product category, and the transition period in which an extended validation of the energy label of products that uses the previous standard version is allowed but manufacturers shall take actions to make relevant product be conformed with new standards before deadline.
