On July 8 to 10, 2025, Standards Week event is organized by SAC/TC28/SC42, the national TC on artificial intelligence (AI). It updates the TC members and attendees with the latest working progress in its different working groups, and working group meetings are also held to discuss current on-going standard projects.
A significant highlight was the release of the National AI Standardization Work Report. This document detailed significant achievements in China's AI standardization journey, showcasing progress in establishing the standard framework, developing crucial standards, validating and applying these standards, and fostering international standardization partnerships. The report also identified future focal points for standardization efforts, including computing power benchmarks, large model evaluation benchmarks, guidelines for selecting and applying large models, agent protocols, embodied intelligence, and AI safety governance.
The conference prominently featured several key outcomes in AI standardization, including the launch of the "Qiusuo" National AI Standard Evaluation Benchmark System 2.0 , which integrates several tools: AI System Performance Testing Benchmark (AISBench) 2.0, Large Model Testing Benchmark (LMBench) 2.0, Large Model Security Testing and Evaluation Tool 1.0, and the AI-Generated Content Detection Platform 1.0.
Concurrently, results from the Third Batch of AI National Standard Compliance Tests were announced. Rigorous evaluation confirmed compliance for eight products, encompassing AI servers, general-purpose large models, and large model service capabilities. Notably, two AI servers produced by AMD China passed the tests, making AMD the sole foreign enterprise to achieve this. This outcome demonstrates the compatibility of international manufacturers' technology within China's AI standardization framework. Furthermore, the event initiated the fourth batch of national standard compliance tests, which will evaluate more than 20 items covering hardware-software co-optimization, industry-specific large models, intelligent agents, smart terminals, and embodied intelligence.
In a move to address governance challenges, a dedicated AI Governance Task Force was established. This group will concentrate on standardization research related to AI safety, ethics review, trustworthiness assessment, and international governance.
Looking ahead, leaders and experts at the meeting outlined critical next steps for AI standardization. The standards framework will be dynamically evolved through the implementation of China's adaptive AI industry standardization system, enhanced cross-sector coordination via joint initiatives, and the creation of specialized task forces to tackle emerging issues.
Priority standardization projects will focus on developing standards for computing infrastructure, large models, intelligent agents, embodied AI systems, industrial AI applications, and safety protocols. Efforts will also continue to enhance the "Qiusuo" benchmark system by refining its testing protocols.
Internationally, China aims to increase its engagement in global standards development. This includes leading activities within specific ISO/IEC SC42 working groups, particularly WG5 (Computational approaches & AI system characteristics), WG3 (Trustworthiness of AI Systems), and WG2 (Data for AI). Plans also involve submitting more international standard proposals concerning AI algorithms and recruiting technical experts with experience in global standards work. These steps underscore China's commitment to advancing its AI standardization framework and fostering international collaboration.
The WGs of SC42 also held their own meetings in the second and third day during the events, and fruitful discussions have been carried out to talk about specific standards.
