CNCA Announcement No. 50 of 2024
To further strengthen supervision over product quality and safety, and in accordance with the provisions of the Regulations of the People’s Republic of China on Certification and Accreditation, the State Administration for Market Regulation (SAMR) has decided to implement compulsory product certification (CCC certification) management for electric vehicle (EV) power supply equipment. The relevant requirements are hereby announced as follows:
1. Starting from March 1, 2025, designated certification bodies will begin accepting CCC certification applications for EV power supply equipment (see the annex for product descriptions and scope). The certification bodies and testing laboratories responsible for related certification and testing will be announced separately.
2. Starting from August 1, 2026, EV power supply equipment that has not obtained the CCC certificate and is not marked with the certification mark shall not be manufactured, sold, imported, or used in other business activities.
3. Designated certification bodies shall develop implementation rules based on the general rules for CCC certification and the relevant product-specific implementation rules. These implementation rules must be filed with the Certification Supervision Department of SAMR before certification work can begin.
4. Designated certification bodies and laboratories shall, under the premise of controllable certification risk and ensuring certification quality, actively adopt existing conformity assessment results to reduce enterprise burden and facilitate certification.
