National Standard Draft on Energy Saving of Air Compressor Units Calling for Comment -JAN, 2025

On January 14, 2025, SAC/TC20 (Energy Fundamentals and Management) issued the draft of national standard The guide of design optimization for motor systemsfans, pumps, air compressor (standard project no.: 20232574-T-469, hereinafter referred to as “the Standard Draft”) to call for public comment until March 9, 2025.

The Standard Draft is aiming at replacing the currently effective national voluntary standard GB/T 26921-2011, which comes into force on March 1, 2012. It specifies the basic requirements, optimization design and evaluation for motor system design, motor selection, speed regulation mode and speed regulation device selection, as well as fan system, pump system, air compressor system. It is applicable to the energy saving optimization design and evaluation of motor systems (fans, pumps, air compressors).

The revision of GB/T 26921-2011 is driven by the extensive use of motors in various industrial applications, where they serve as driving devices for fans, pumps, compressors, machine tools, conveyor belts, and other mechanical equipment. As the largest consumers of electrical power, motors play a critical role in China's efforts to enhance energy efficiency and promote energy conservation. This initiative aligns with the country's broader goal of achieving carbon peaking by 2030, and the revised contents are aligned with the requirements and goals listed in the Energy Conservation Law of the People's Republic of China (2018 Amendment), Implementation Rules for the Promotion of High-Efficiency Motors under the Energy-Saving Products for the Benefit of the People Initiative (issued by the Ministry of Finance together with multiple other national ministries in 2010) etc. Basic working principles for the revision include:

·         Full consideration of technical development trend of motors

·         Implement national industrial policy on motors and its systems

·         Harmonization with other relevant regulations and standard.

The Standard Draft does not adopt any international standard due to the difference of standards systems in different regions. But it aligns and refers to several national standards, , including but not limited to:

·         GB/T 755   Rotating electrical machines—Rating and performance (IDT of IEC 60034-1:2017)

·         GB/T 14711 General requirements for safety of small and medium size rotating electrical machines

·         GB 18613  Minimum allowable values of energy efficiency and values of efficiency grades for motors

·        GB 19762  The minimum allowable values of energy efficiency and evaluating values of energy conservation of centrifugal pump for fresh water

SAC/TC20 hasn’t announced an estimated time of implementation for the Standard Draft. Foreign stakeholders involved in relevant product categories are encouraged to review the draft standard and provide feedback during the ongoing public comment period. Although this is a national voluntary standard, it may potentially be referenced in certifications or regulations, which could influence product compliance or market access requirements. Stakeholders are advised to monitor their development closely.
