On December 30, 2024, the Certification and Accreditation Administration of China (CNCA) introduced the updated "Compulsory Product Certification Implementation Rules - Motor Vehicle Tires" (CNCA-C12-01:2024). This new version will supersede the 2015 edition and will be effective from January 1, 2025.
The CNCA-C12-01 rules pertain to new motor vehicle inflatable tires, encompassing those for passenger vehicles, commercial vehicles, and motorcycles, designed for use on motor vehicles in categories M, N, O, and L.
Key changes of the new implementation rules comparing with the previous version is summarized as follows:
· Application Documentation: The updated rules now include a "Tread Pattern List" for passenger car radial tires and commercial vehicle radial tires in the application documentation.
· Type Testing Samples: The rules mandate that type testing samples be chosen based on the most unfavorable tire conditions.
· Production Consistency Inspections: The process for production consistency inspections has been enhanced. For certified producers, certification bodies may streamline the timing and content of these inspections. If a certified production facility is relocated or a new one is established within the same producer, the certification body may issue the certificate first and conduct the factory audit later, provided the producer declares compliance with relevant laws and regulations, maintains an effective quality management system, and ensures products meet standard requirements.
And specifically for the transition of the certification process:
· From January 1, 2025, designated certification bodies will handle certification applications in accordance with the new rules.
· Existing valid mandatory product certification certificates will continue to be valid. The transition to the new rules will occur naturally through processes such as certificate renewal, product changes, and standard revisions.
Foreign stakeholders are encouraged to thoroughly review the updated rules and stay updated on any further implementation details that certification bodies may release. Given the significant changes from the previous version, manufacturers should prepare for any necessary adjustments to meet the new CCC certification requirements.
