Implementation Rules for CCC on EV Charging Equipment Specified by CNCA – DEC, 2024

On December 5, 2024, the State Administration for Market Regulation (SAMR) declared that electric vehicle (EV) charging equipment would now fall under China's Compulsory Product Certification (CCC) system. This initiative aims to enhance regulatory control and ensure the safety and dependability of EV charging infrastructure.

Foreign stakeholders are suggested to be aware that:

·         Beginning March 1, 2025, designated certification bodies will start accepting CCC certification applications for both AC and DC EV charging equipment.

·         The list of approved certification bodies and testing laboratories for this purpose will be released at a later date.

·         Effective from August 1, 2026, EV charging equipment lacking CCC certification and the appropriate certification mark will be banned from production, sale, import, or use in any commercial activities. 

As a supportive measure, on December 12, 2024, the Certification and Accreditation Administration of China (CNCA) introduced the CNCA-C25-01:2024 Implementation Rules for Compulsory Product Certification: Electric Vehicle Charging Equipment, set to be effective from March 1, 2025. Concurrently, CNCA opened applications for the designation of five CCC certification bodies and 20 testing laboratories to manage EV charging equipment certification. Detailed application criteria for these entities were provided in the announcement.

The CCC certification for EV charging equipment will adhere to the following standards:

·         GB 39752: Safety Requirements of Electric Vehicle Conductive Supply Equipment

·         GB 44263: Safety Requirements for Electric Vehicle Conductive Charging System

Relevant stakeholders are advised to perform internal compliance evaluations based on the applicable standards (GB 39752 and GB 44263), prepare for CCC certification by meeting the new requirements, and submit their applications as soon as the designated certification bodies and laboratories are officially announced. This proactive approach will help ensure compliance and facilitate a smooth transition to the new regulatory framework.
