Vehicle OTA Online Filing Platform Updated in China – OCT, 2024

On October 31, 2024, the Equipment Industrial Development Department of the Ministry of Industry and Information Technology (MIIT) issued notice on upgrading the official filing platform for vehicle OTA (hereinafter referred to as “the OTA filing platform”) on November 1, 2024.

In China, all vehicles that are to be used or sold in the country’s market must receive a permit and are published in the national notice on road vehicle (updating on a regular basis) for its model. The legal basis of the market access requirements and relevant process is in accordance with the Regulations on Administration of Production Access Permit for Road Motor Vehicles, which came into force on June 1, 2019. The OTA filing platform is established then launched by MIIT in April of 2022, on which all manufacturers of compliant vehicles with OTA upgrade function should file each batch of OTA activities on the platform before implementing the actual upgrade.

This round of platform upgrade mainly includes following changes: 

-   Add the function where a manufacturer is entitled to have a main account and an affiliated account, and both types of accounts are able to carry out the filing work.

-   Add change and expansion declaration function, which allows manufacturers to change or extend the filed functions and vehicle models. The main and affiliated accounts are all allowed to use this function.

-   The existing model and function filing module in the OTA filing platform will support uploading certification materials or attachments according to each item of the online upgrade requirements or safety measures.

-   The registration module of upgrade activities will allow to upload the VIN code list attachment according to the product registration number/product change number of the vehicle type.

For foreign stakeholders and MNCs, especially the manufacturer of the whole vehicle or suppliers of relevant services or components, further details of the upgrade and guidance are summarized in the system operation manual of the platform. Stakeholders must be fully aware of the latest OTA filing requirements to avoid any potential issues with the products.
