On October 8, 2024, the Standardization Administration of China (SAC) issue notice to launch the standard review work of 2024 for national voluntary standards (hereinafter referred to as “the SAC Notice”).

It is a regular work for the SAC and relevant TCs and organization. The key point of the review is to ensure the standards are up-to-date, effective and applicable. Following requirements are stated for the review work:

ž   Specify review requirements and standard items and coordinate the work within the TC system in a unified manner.

ž   Insist on transparency, meaning the review work not only should widely listen to feedbacks from all stakeholders, but also should call for public comments on the review results.

ž   Strictly carry out review process. The review result should be concluded and agreed by all TC members, and sector regulators should organize experts to re-check the review conclusions before submitting them to SAC.

ž   All relevant stakeholders for implementing the review, including SAC, TCs, sector regulators etc., should coordinate closely, and optimize information/digital platform and tools that are used in the review.

ž   Apply close-loop management. Tie the review conclusions directly with the standard drafting/revision plans to ensure all review results are effective.

ž   Reinforce performance evaluation for TCs, and the review work shall be one of the performance indicators for TCs.

For the review work of 2024, SAC provides a list of standards that need to be reviewed and appoints their responsible TCs to finish the review and submit the result to sector standardization regulators for approval before January 31 of 2025. The review results should be voted on and approved by all TC members. SAC will assign the National Standard Evaluation and Review Center to give final result. The ones that are categorized as “annul” or “revise” will be published for public comments.
