



On September 20, 2024, the Ministry of Industry and Information Technology (MIIT) issued Guidelines for Equipment Renewal and Technological Transition in Critical Industrial Sectors (hereinafter referred to as “the Guidelines”). The 74-page guideline specifies the goals, policy and standard basis and key developing directions. It also set up goals for each sector for 2027.
A total pf 27 critical sectors and 4 critical fields are listed in the Guidelines, specifically include:
· Sectors on basic industrial goods: petrochemical, iron and steel, non-ferrous metal, building materials.
· Manufacturing sectors: automotive, construction machinery, heavy machinery, basic parts and basic manufacturing process, industrial robot, industrial machine, shipbuilding, aviation, petrochemical general equipment, rail transit equipment, agricultural machinery, medical equipment, electric power equipment.,
· Sectors related to people’s wellbeing and livelihood: food, textile, light industry, pharmaceutical.
· Electrical and electronic relevant sectors: electronic assembly, Electronic components and electronic materials, Instrumentation,
· New energy sectors: lithium battery, photovoltaic.
· Other critical sector: civil explosive.
· Critical fields: Industrial software field, industrial network equipment, green energy saving equipment, safety emergency equipment
For foreign stakeholders, the significance of this Guidelines not only lies in the upgrading requirements for equipment and machinery manufacturers themselves in their production and management, but also in the requirements of some critical sectors defined in the document that may facilitate the application and development of more energy-efficient and advanced machinery and equipment. The policy and standards that are listed in the Guidelines are also a good reference for further understanding what kind of product/equipment shall be promoted in the China market.
