



On August 8, 2024, the National Development and Reform Commission (NDRC), the State Administration for Market Regulation (SAMR), and the Ministry of Ecology and Environment (MEE) collectively released the Action Plan for Further Enhancing the Standardization and Metrology System for Carbon Peak and Carbon Neutrality (2024-2025) (hereinafter referred to as “the Action Plan”). The three departments aim to maximize the utilization of metrology and standards, thereby efficiently bolstering the establishment of China’s dual control system for carbon emissions and carbon pricing policies.
The Action Plan outlines measures to reinforce the standardization of carbon footprint and carbon labeling. It calls for the introduction of a nationwide standard to quantify the carbon footprint of products, ensuring consistency in principles, methodologies, and data quality requirements for calculating the carbon footprint of specific items. Additionally, China is urged to expedite the formulation of national standards for the carbon footprint of New Energy Vehicles (NEVs), photovoltaic products, and lithium batteries, in order to foster new competitive advantages for China’s foreign trade exports. Furthermore, the plan emphasizes the need for swift updates to product energy efficiency standards, along with the development of standards for the recycling and disassembly of automobiles, electronic products, and household appliances.
To foster closer international collaboration, China will continue to assess the applicability of international standards. The country also intends to propose a range of international standard proposals in areas such as electric vehicles, new power systems, and ecological carbon exchange. These efforts are aimed at strengthening cooperation in emerging fields and technologies on a global scale.
