On October 18, 2023, the Cyberspace Administration of China (CAC) issued Global Initiative on Artificial Intelligence Governance, which systematically elaborates the Chinese plan for AI governance around the three aspects of AI development, security and governance.

Key messages are as follows:

• Advocating  the establishment of an AI risk level test and assessment system to continuously improve the safety, reliability, controllability and fairness      of AI technology.

• Supporting the formation of a global AI governance framework and standards with broad consensus based on full respect for the policies and practices of various countries, and supporting the discussion on the establishment of an international AI governance body under the framework of the United Nations.

• Strengthening international cooperation and assistance to developing countries, etc.
