China national compulsory standard “Minimum allowable values of energy efficiency and the energy efficiency grades for power transformer” is published for public comments. the deadline is 14 December 2023.
To improve the energy utilization efficiency of distribution transformers, reduce their losses, guide enterprises in advancing energy-saving technologies, and enhance the international competitiveness of distribution transformer products, under the unified arrangement of the National Development and Reform Commission, China proposed the development of energy efficiency standards for distribution transformers. In 2013, GB 20052-2013 "Energy Efficiency Limiting Values and Energy Saving Evaluation Values for Three-Phase Distribution Transformers" was released and implemented, which significantly promoted the adjustment of the product structure of distribution transformers in China.
As the energy efficiency standards for distribution transformers have been implemented for more than five years, and the target energy efficiency values specified in them have been in effect since July 1, 2014. It is necessary to establish new energy efficiency limiting values and energy-saving evaluation values. In addition, China has implemented an energy efficiency labelling management system for some industrial products, providing effective policy support for improving the energy utilization efficiency of these industrial products and strengthening the supervision of energy efficiency indicators. To incorporate distribution transformers into the scope of energy efficiency labelling management, it is necessary to include energy efficiency levels in the revised energy efficiency standards.
The National Energy Foundation and Management Standardization Technical Committee SAC/TC20 applied for the revision of the national standards "Energy Efficiency Limiting Values and Energy Saving Evaluation Values for Distribution Transformers" and "Energy Efficiency Limiting Values and Energy Saving Evaluation Values for Power Transformers." The energy efficiency levels and efficiency indicators in GB 24790-2009 "Energy Efficiency Limiting Values and Efficiency Levels for Power Transformers" and GB 20052-2013 "Energy Efficiency Limiting Values and Efficiency Levels for Three-Phase Distribution Transformers" do not cover the existing main products of power transformers. Some indicators also lack scientific validity. To maintain coordination with other relevant regulations and industry standards, corresponding revisions and improvements are needed.
The main objectives of this revision are as follows:
1. Adjust and refine the energy efficiency levels and indicators of power transformers. This includes adding energy efficiency limiting values and energy-saving indicator requirements for products such as 330kV and 500kV power transformers, as well as 2000KVa and 2500KVa distribution transformers.
2. Implement national industrial policies regarding power transformers. The existing energy efficiency requirements for power transformers have been adjusted in accordance with relevant policies on comprehensive management of power transformers at the national level.
3. Ensure the consistency of the standard with other relevant regulations and standards.
The "Energy Efficiency Limiting Values and Efficiency Levels for Power Transformers" is the energy efficiency standard for power transformer products. It specifies the energy efficiency limiting values and efficiency levels for power transformers, serving as the basis for measuring the no-load and load losses of power transformers under rated conditions. This standard is fundamental to the implementation of energy-saving supervision and the evaluation of energy-saving products in the field of power transformers. The energy efficiency limiting values serve as the basis for elimination systems, industry access requirements, and mandatory standard supervision inspections. They provide the basis for market access, the elimination of high-energy-consuming products, the compilation of catalogues for the elimination of energy-consuming products, fixed asset evaluations, and other related work.
Through this revision, the scope of the standard has been expanded, requirements have been adjusted appropriately, and various energy efficiency levels, limiting values, and testing methods for power transformers have been further refined. This provides a technical basis for energy-saving supervision and evaluation work for power transformers, improves the energy efficiency standard system for power transformers, enhances efficiency at the source, reduces energy consumption, and significantly taps into the energy-saving potential of power transformers.
· The technical requirements for power transformers should comply with the requirements of GB 1094.1. Other technical parameters and requirements for oil-immersed power transformers should comply with GB 645.
· This standard should align with relevant international standards as much as possible, while also taking into full consideration the actual situation and development level of transformers in China.
· The main content of this standard serves as the technical basis for the implementation of China's energy policies. Therefore, the technical requirements in the standard should reflect the direction of China's energy policies.
